This course is delivered entirely online via live Zoom instruction. Both classroom and field activity portions are presented through an interactive live-stream format. The field activity includes pre-recorded demonstrations and a live broadcast from an actual construction site. Local students are welcome to join us in person for the field portion—contact us ahead of time for the location. You will need a computer and a reliable internet connection. This course provides a 3-year Construction Stormwater Certification valid in both Washington (CESCL) and Oregon (1200-C).

CESCL certification is required by the Washington State Department of Ecology Construction Stormwater General Permit for personnel responsible for monitoring stormwater at construction sites disturbing one or more acres of land, or are part of a larger common plan of development. NWETC's 2-day CESCL course combines traditional classroom-style lecture with observation-based field learning. Interactive dialogue between attendees and trainers is encouraged to create a shared learning environment.

Day 1 and the first part of Day 2 are spent in live Zoom instruction, discussing regulations, water quality impacts from construction activity, permit reporting and recordkeeping requirements, and examining up-to-date erosion and sediment control techniques using examples and case studies. At the end of the morning on Day 2, the required CESCL exam will be administered online.

On the afternoon of Day 2, students observe field instruction in two parts:

  1. Pre-recorded demonstration showing proper BMP installation techniques and a mock rain event testing the installations
  2. Live field broadcast where the instructor walks an actual construction site, demonstrating inspection techniques and discussing real-world BMP applications

Students can ask questions throughout both portions of the field instruction.

Upon completion, attendees will have met the requirements of BMP C160 certification and will receive a CESCL card valid for three years.

NOTE: This CESCL certification course is recognized as meeting the training and certification requirements of the General Permit and BMP C160 Certified Erosion and Sediment Control Lead (CESCL) in Washington State Department of Ecology's stormwater management manuals. The Construction Stormwater General Permit requires that site inspections be conducted by personnel certified in CESCL.
